  • The shape of the votes in the eastern and southeastern regions is mostly defined by the structure of tribes. All the votes go to the party supported by the tribe leader. But, how will the tribal votes be distributed at the Nov. 3 elections? Ferzende Kaya prepared a map to find a response to this question. The map of the tribes has already predetermined the result of the Nov. 3 elections in the eastern and southeastern regions.

  • The "tribe" is an unchangeable fact in Turkey. Their power especially in the eastern and southeastern regions is at a level which cannot be underestimated. The tribal leaders are extremely effective in the region and they are highly regarded by both the officials and the political parties.

    Politicians bargain

    The political parties have begun bargaining with the tribal leaders regarding the Nov. 3 elections, as they are aware of tribal leaders' power. Nowadays, many big landowners are in Ankara. The bargaining is about tribal votes. As for the Kurdish nationalist tribes, they will decide between the party which is supported by their leaders and the People's Democracy Party (HADEP) candidates.

    HADEP is voted at local elections

    In the past, the Kurdish tribes followed a path with two alternatives. They did not listen to their leaders at the local elections and gave their votes for HADEP, but at the general elections, they gave their votes to the party supported by their leaders as HADEP might not have been passed the election threshold.

    They are closer to rightist parties

    Historically, the rightist parties have always built close relations with tribes. The rightist parties, benefiting from the feudal and conservative aspects of the tribes, were more effective on the masses. Adnan Menderes from the Democrat Party (DP) attained the first success in this field. In the 1980s, Turgut Ozal from Motherland Party (ANAP) cultivated the first close relations. The party considerably benefited from this relationship formed by Ozal.

    PKK could not cope

    The Kurdistan Workers' Party (PKK), the separatist Kurdish movement that appeared in the mid 1980s, also turned towards tribes at first. The organization performed its first attack against the Bucaklar tribe in Sanliurfa prior to fighting with state powers. The PKK's fight against the tribes in the region where skirmishes were going on for years has recently grown tired of this war and chose to make an agreement with several tribal leaders.

    According to results from the meetings so far, the most effective party among the tribes at the Nov. 3 elections will be the Justice and Development Party (AKP). HADEP under the roof of DEHAP and the Republican People's Party (CHP) follow. Here is the map of the tribes according to the possible distributions in the provinces for the Nov. 3 elections:

    ADIYAMAN

    Bezik Tribe: The tribe members live in the Kahta and Gerger districts. They have 20,000 votes and have been divided between the DYP and ANAP up to now. The votes of the tribe led by Ali Tas will pour into the AKP via Mehmet Ozyol.

    Culur Tribe: The tribe led by Veli Ozturk is effective in the Gerger district and around. They have 5,000 votes and are known to be close to HADEP. The votes will pour into DEHAP via Veli Sahin.

    Hidisor: It is the only Alewite tribe in Adiyaman. They are very strong in the Adiyaman center. Ahmet Gursoy has a say and the votes will pour into the CHP.

    Kavi Tribe: The tribe having 20,000 votes is led by Salim Gultekin and it is in the Adiyaman center and nearby provinces. The votes are expected to pour into the True Path Party (DYP) via Mehmet Bozkurt.

    Risvan Tribe: The tribe members led by Ahmet Turanli live in the Kahta district. They have 40,000 votes making them the center of attraction of many political parties. At the previous elections, they were divided into two parties, ANAP and HADEP and they will contemplate between the AKP and DEHAP at the Nov. 3 elections.

    AGRI

    Berjeri Tribe: The tribe with a 5,000 population is led by Omer Hallac and they are effective in the Patnos district of Agri. The votes will pour into Agri Deputy candidate Celal Esin from the AKP.

    Celali Tribe: It is the most crowded tribe of Agri. They have 30,000 votes and they are led by Ali Aslankilic. They voted for HADEP and the Virtue Pary (FP) at the previous elections. They will be divided between two parties, DEHAP and DYP, and they have been backing DYP candidate Musa Konyar.

    Hasanan Tribe: They have 7,000 votes and live in the Eleskirt and Tutak districts. The tribe is led by Ahmet Cecen. The members of the tribe have served as the Village Guards force. At the previous elections, they backed the Nationalist Movement Party (MHP) and they will support MHP candidate Nidai Seven.

    Haydari Tribe: It is the second biggest tribe in the province with 30,000 votes. They are effective in the Patnos, Hamur, Taslicay, Dogubeyazit districts and their villages. Cuneyt Ozmen and Vahit Yasar have a say. The votes will be divided between two parties, DEHAP and the AKP and the members of the tribe have been backing DEHAP candidate Naci Kutlay.

    Zilan Tribe: The tribe has 10,000 votes and the members live in Agri and the Dogubeyazit and Eleskirt districts. The votes are expected to pour into DEHAP.

    BATMAN

    Hisar Tribe: The members with 5,000 votes live in Batman and its Gercus district. They have backed ANAP and FP so far. The tribe put forward its own candidate Haluk Kaya, an economist from the AKP, for the first time. The votes of the tribe will pour into the AKP.

    Raman Tribe: It is effective in Batman province. Faris Ozdemir, who is still a DYP deputy, is from this tribe. One part of the tribe is close to HADEP. One of the most important people of the tribe is a retired Air Force Col. Sait Ekinci, a candidate from the Saadet (Happiness or Contentment) Party (SP). The votes will be divided among the SP, DYP and DEHAP.

    BINGOL

    Bertan Tribe: The tribe has 6,000 votes and it is led by Ahmet Sorgucu. The members live in the Bingol province and near villages. They have been backing AKP candidate Mahfuz Guler.

    Sason Tribe: The tribe is effective in Bingol and Mus. The members of the tribe have always voted for nationalist parties. Now, the votes will be divided between SP candidate Husamettin Korkutata and DEHAP candidate Mehmet Nuri Ozmen.

    Solhan Tribe: It is effective in the Solhan district and nearby villages with 3,000 votes. The tribe is led by Veli Kaya and they have been backing AKP candidate Mahfuz Guler.

    Zikti Tribe: The members of the tribe live in the Genc district. They have 8,000 votes and the tribe is led by Hasan Ataoglu. The members have been backing DYP candidate Necdet Yondar.

    Zimtek Tribe: They have 5,000 votes. The members live in Karakocan and nearby villages. The tribe is led by Ahmet Gonul. The votes will pour into DEHAP and AKP.

    BITLIS

    Alikan Tribe: The tribe led by Veli Sevdim and Tahir Sevdim has 3,000 votes. The members live in the Siirt province and nearby villages and have been backing the DYP via Yahya Cevik. They also are contemplating between ANAP and the DYP.

    Bidri Tribe: The members of the tribe live in the Mutki district and nearby villages with 5,000 votes. It is led by Ramazan Erdem. They have supported AKP candidate Zeki Ergezen, but at the previous elections, the votes poured into the SP.

    Sego Tribe: The members are effective in the Bitlis province. One of the leading figures in the tribe, Irfan Siro, was likely to be nominated for Parliament from the CHP. The CHP, which has not been effective for 35 years in Bitlis, will try its chance with the Sego tribe.

    Bekiran Tribe: The members live in the Bitlis province and Hizan, Adilcevaz and Ahlat regions with 5,000 votes. They have backed ANAP up to date, but they are expected to vote for the AKP on Nov. 3. The tribe is led by Nuri Dagdagan.

    Sigo Tribe: The tribe led by Ferzende Dogan has 3,000 votes and the members of the tribe live in Bitlis and the Mutki district. It is one of the tribes whose members served in the Village Guard force for the first time. They have supported MHP candidate Halil Oral.

    Muti Tribe: It is the most effective head families in the Norsin region of Bitlis. They have supported SP candidate Huseyin Mutlu and former Deputy and new SP candidate Abdulhaluk Mutlu.

    Inani Tribe: The members of the tribe live in Bitlis with 10,000 votes. The eldest in the family Kamran Inan abandoned politics. The other member of the family dealing with politics is State Minister Edip Safter Gaydali, but he left his party and now, he is an independent candidate. The votes will be divided between Gaydali and DEHAP.

    Velo Tribe: The members of the tribe live in Bitlis with 5,000 votes and the tribe is led by Kamil Yesilirmak. The votes will pour into the SP and DEHAP.

    DIYARBAKIR

    Azizi Tribe: It is one of the most effective tribes with 10,000 votes in Diyarbakir. They have also branches in the Silvan district and nearby villages. They are close to ANAP. One of the leading figures in the tribe Fevzi Azizoglu is a candidate from ANAP.

    Bekirhan Tribe: The tribe is effective in the Silvan and Kulp districts with 7,000 votes. Halim Celik and Ahmet Dogru have a say. They have supported AKP candidate Osman Aslan. The votes will pour into the AKP and DEHAP.

    Hevedan Tribe: The members live in the Kulp district and they are led by Sami Ekmen. The tribe has 3,000 votes. They have backed DYP candidate Nurettin Atik, but at the previous elections, they supported HADEP and ANAP.

    Ensari Tribe: It is a Zaza tribe. The members are effective in Diyarbakir and nearby villages. The tribe's leader is DYP Deputy Salim Ensarioglu. He is a candidate for DYP again. The votes will be divided between the DYP and DEHAP.

    Omeran Tribe: The members with 5,000 votes live in the Hazro district and nearby villages. Abdulhaluk Cansevgili has a say within the tribe. They have backed ANAP Deputy S. Hasim Hasimi.

    ELAZIG

    Beritan Tribe: The members with 5,000 votes live in the Palu district and nearby villages. Dervis Dogan and Mehmet Sorgucu have a say. They have backed SP candidate Ahmet Cemil Tunc.

    Simikani Hardi Tribe: The members are effective in the Baskil district. The tribe with 6,000 votes is led by Muzaffer Kaya. The votes will be divided between Emergency Rule (OHAL) former Governor Necati Cetinkaya from AKP and DEHAP candidate Mehmet Artan.

    ERZINCAN

    Arilli Tribe: It is the Alewite and Zaza tribe of Erzincan. The tribe with 3,000 votes has five branches. They are effective in the Tercan district and nearby villages. The tribe is led by Niyazi Kucukfirat. They support DEHAP candidate Gulizar Gunes.

    Kocgiri Tribe: The tribe with 10,000 votes has five branches. They are Alewite and led by Ali Duzgunoglu and Hasan Ucler. The tribe is effective in the Refahiye district and nearby villages. The votes will be divided between DEHAP and the CHP.

    Lolani Tribe: The tribe with 4,000 votes is led by Iskender Boy and Asim Agirgol. They are effective in the Cayirli district. The votes will be divided between AKP candidate Tevhid Karakaya and SP candidate Lutfu Esengun.

    ERZURUM

    Balabani Tribe: It is a Zaza-Alewite tribe with 3,000 votes. The tribe is led by Hasim Namdar and Ahmet Namdar. The members live in the Hinis district. The votes will pour into AKP and SP.

    Cemadani Tribe: It is the biggest tribe in Erzurum with 15,000 votes. The tribe is led by Ahmet Siddik and Ali Turk. The members live in the Pasinler and Karayan districts. They support DEHAP.

    Cayrek Tribe: The tribe is effective in the Askale district with 7,000 votes. The votes will pour into MHP.

    Zirkan Tribe: The tribe with 8,000 votes is led by Izzet Sonmez and Ahmet Palandoken. They are effective in Erzurum and the Karayazi district. They support MHP and AKP.

    GAZIANTEP

    Barak Tribe: The tribe with 10,000 votes is effective in the Nizip district and nearby villages and it has 11 branches. They support AKP candidate Nurettin Aktas, but at the previous elections, they voted for HADEP and the SP.

    Risvan Tribe: The tribe with 8,000 votes is effective in Gaziantep and nearby villages. It is led by Ahmet Karayilan and has six branches. They back ANAP candidate Mustafa Tasar. The votes will pour into DEHAP and ANAP.

    HAKKARI

    Diri and Dostki Tribe: The tribe with 10,000 votes is effective in Hakkari and the Yuksekova district. It is led by Ahmet Oner and Kamil Diri. The members support DYP candidate Hakki Tore. A part of the tribal votes will go to DEHAP despite everything.

    Ertusi Tribe: It is the most crowded tribe in the region with 35,000 votes and has 12 branches. The tribe led by Cemal Ozbek and Ahmet Unal support YTP candidate Evliya Parlak, but the majority of the votes will go to DEHAP. The members consider the DEHAP candidate M. Salih Yildiz important.

    Pinyanis Tribe: The tribe with over 10,000 votes is effective in the Yuksekova district. Mustafa Zeydan is a former DYP Deputy. Zeydan's son Rustem Zeydan is a candidate from the AKP. The votes will be divided between the AKP and DEHAP. The members like DEHAP candidate Hamit Geylani.

    Jirki Tribe: The tribe led by Tahir Adiyaman is effective in the Uludere district of Hakkari and Sirnak with 40,000 votes. Although the tribe has a blood feud with the PKK, the majority of the votes will go to DEHAP.

    KARS

    Bezkani Tribe: The tribe with 10,000 votes is led by Ali Zengin and Tahir Topkaya. They are effective in the Arapcay district. In the past, they voted for the SP, but now, they support YTP candidate Cetin Bilgir.

    Burukani Tribe: The tribe with 8,000 votes is led by Ahmet Armagan and they are effective in Igdir and nearby villages. The votes will go to DEHAP. They like DEHAP candidate Tuncer Bakirhan. In the past, they were divided between the National View and HADEP.

    Celali Tribe: The tribe with 7,000 votes has five branches. They are effective in the Digor, Hapanli and Agadeve districts. Casim Alaca and Ahmet Atac have a say. They will vote for the MHP.

    Retkani Tribe: The tribe with 20,000 votes has five branches and it is led by Hasan Gunes and Akif Sark. It is heavily a religious tribe and they waver between AKP and MHP.

    MALATYA

    Atmali Tribe: The tribe with 5,000 votes is led by Basri Ciplak and they are effective in the Arguvan district and nearby villages. They are close to SP Chairman Recai Kutan. The votes will pour into the SP and DEHAP.

    Dirijan Tribe: The tribe with 4,000 votes is led by Ahmet Baran. They are effective in the Hekimhan district. The votes will pour into the MHP and the AKP. At the previous elections, they voted for MHP. It is expected that a small part of the tribe will vote for DEHAP.

    MARAS

    Alhasli Tribe: The tribe with 3,000 votes has six branches. They are effective in the Afsin district and the tribe is led by Kamil Sogutlu and Seydo Erdogan. The votes will go to the SP and the AKP.

    Atmali Tribe: The tribe with 9,000 votes is led by Ahmet Bozdag. They are effective in the Pazarcik and Elbistan districts. It is expected that they will vote for DEHAP.

    Semsikanli Tribe: It is an Alewite Kurdish tribe with 10,000 votes and it is led by Erkan Erdogan. They are effective in the Elbistan district and nearby villages. The votes will pour into the CHP and DEHAP.

    MARDIN

    Deksuri Tribe: The tribe with 4,000 votes is led by Ahmet Ekmen and Ibrahim Ekmen. They are effective in Mardin and nearby districts. The votes are expected to pour into SP and DEHAP.

    Helecan Tribe: The tribe with 6,000 votes is led by Ramazan Kilicaslan. It is effective in the Kiziltepe district. The members supported the DYP at the previous elections, but now they back SP candidate Fehim Adak.

    Kereman Tribe: The members of the tribe with 2,000 votes live in the Kiziltepe district. In the past, they supported the FP, now, the votes are expected to pour into AKP and DYP.

    Kikan Tribe: The tribe with 8,000 votes has five branches and it is led by Nevzat Timur. They are effective in the Savur and Kiziltepe districts and they back ANAP candidate Suleyman Celebi.

    Omeri Tribe: It is the biggest tribe of the Mardin region with almost 10,000 votes. They have voted for the parties having national views so far. They support DEHAP candidate Ahmet Turk and Dicle Anter.

    MUS

    Batikan Tribe: It is the biggest tribe in Mus with 40,000 votes. They are expected to vote for DEHAP. One of the leading figures within the tribe Sirri Sakki is a candidate for DEHAP.

    Bekiran Tribe: The tribe with almost 10,000 votes is effective in the Silvan district and it is led by Ali Esref. It is expected that the votes will go to the AKP via Sabahattin Yildiz and DEHAP via Kemal Pekoz.

    Hasanan Tribe: The tribe with 20,000 votes is led by Muhittin Aslan and they are effective in Mus and nearby villages. It has three branches. In the past, they voted for the FP, but now, the votes are expected to pour into DEHAP.

    SIIRT

    Atiyan Tribe: The tribe with 10,000 votes and four branches is led by Enver Ozcan and they are effective in the Pervari district. They support DYP candidate Takyittin Yariyan.

    Beleki Tribe: The tribe with 7,000 votes is led by Riza Ciftci and they are effective in the Sason district. The votes are expected to pour into the SP and AKP.

    Reskotan Tribe: The tribe with 5,000 votes is led by Ahmet Karabulut. They are effective in the Besiri district. The votes are expected to go to DEHAP and the AKP. The tribe members like DEHAP candidate M. Selim Ozalp.

    Yezidis: It is the only Yezidi tribe in Siirt and is led by Hasan Gulle. They are effective in the Besiri district and have 2,000 votes. The votes are expected to pour into DEHAP.

    SIVAS

    Canbeyli Tribe: The tribe with 3,000 votes is led by Muhammed Davutoglu and they are effective in the Kangal and nearby districts. They have voted for the parties having national views up to now. The votes are expected to pour into the AKP and the SP at the upcoming elections.

    Kocgiri Tribe: It is one of the Alewite tribes in Sivas with 10,000 votes and five branches. The tribe is led by Kemal Tanriverdi. They are effective in the Imrali district and nearby villages. The votes are expected to pour into DEHAP and the CHP.

    Zerikan Tribe: The tribe with 3,000 votes is effective in Sivas and nearby villages. It is led by Hakki Dursun. In the past, they voted for ANAP, but now, they hesitate between the DYP and the AKP.

    SIRNAK

    Batuyan Tribe: It is one of the powerful tribes in the Sirnak region with 10,000 votes. They serve as Village Guard forces. Osman Demir has a say. They support ANAP Vice-cahirman Salih Yildirim.

    Tatar Tribe: The tribe is effective in Sirnak and nearby villages. At the 1995 elections, they voted for DYP. The DYP Deputies Bayar Oktem and Mehmet Tatar are from this tribe. The majority of the votes will go to the DYP again.

    TUNCELI

    Alan Tribe: The tribe is effective in the Karakocan district with 2,000 votes. Veli Aras has a say. The tribe has Alewite members. The votes are expected to go to the CHP and DEHAP.

    Carekli Tribe: This tribe, with 2,000 votes, is led by Huseyin Guven. They are effective in the Ovacik district. The votes are expected to go to ANAP and CHP.

    Seyhhasanli Tribe: It is a Alewite-Zaza tribe led by Ahmet Gultekin. They are effective in the Pulumur district and nearby villages with 2,000 votes. The votes are expected to pour into the CHP.

    Savak Tribe: The tribe with 2,000 votes is led by Hasan Demirtas. They are effective in the Cemiskezek district. The votes will pour into the CHP.

    Sadilli Tribe: The tribe with 7,000 votes is led by Necat Erdem. The tribe members are from the Caferi religious sect and they live in the Malazgirt district. In the past, they voted for the CHP and now, they will be divided between the CHP and the other leftist parties.

    Hiran Tribe: The tribe with 8,000 votes is led by Hasan Dogan and they are effective in the Dersim district and nearby villages. The votes are expected to pour into the CHP and some of the tribe members like Kamer Genc.

    URFA

    Bezki Tribe: The tribe with 5,000 votes is effective in the Bozova district and nearby villages and led by Haci Aksoy. The votes are expected to go to the AKP via Zulfikar Izol.

    Bucak Tribe: It is the biggest tribe in Urfa and the tribe members serve as Village Guard forces. DYP Deputy Sedat Bucak leads the tribe as well. The votes are expected to pour into the DYP via Bucak. One of the important names within the tribe Adnan Bucak is a candidate from the AKP, so some parts of the votes are expected to go to the AKP.

    Cumeyle Tribe: The tribe with 3,000 votes is led by Resit Ozyavuz and they are effective in the Akcakale district. The tribe members are known to be close to ANAP. They support ANAP via Eyup Cenap Gulpinar.

    Dinar Tribe: The tribe with 10,000 votes is led by Serkan Kilic and it is effective in Urfa and nearby villages. The tribe members support the parties within national views. The votes will pour into the SP via Niyazi Yanmaz.

    Karahan Tribe: The tribe with 8,000 votes is led by Ahmet Karahan and it is effective in the Siverek district and nearby villages. The votes will go to the DYP and ANAP.

    Izol Tribe: It is one of the biggest tribes in the region with 30,000 votes. The tribe members live in Sanliurfa and support the parties having national views. Zulfikar Izol who has been in Parliament for two terms is a candidate from the AKP, so the votes will go to the AKP via Izol.

    Sihale Tribe: It is one of the Arabian tribes in Urfa with 8,000 votes and led by Kahraman Gundogdu. The tribe members live in Urfa and the Akcakale district. The votes are expected to go to the DYP and the MHP.

    VAN

    Adamanli Tribe: The tribe with 10,000 votes and having five branches is led by Dengir Mujde and the tribe members live in the Ercis district and nearby villages. In the past, they voted for ANAP, now, SP candidate Fetullah Erbas is likeable for them and the votes are expected to pour into the SP.

    Alan Tribe: This tribe with 5,000 votes is led by Sadun Seylan. The tribe members live in Van and nearby villages. The votes are expected to go to the MHP via Ayhan Cevik.

    Buriki Tribe: The tribe with 10,000 votes and two branches is effective in Van. The Kartal family has a say. An important name within the tribe, Pasa Kursunoglu, is a candidate from the DYP and the votes are expected to go to the DYP and ANAP. One branch of the tribe is closer to the CHP. Mehmet Kartal who has power in the tribe is a candidate from the CHP.

    Ertus Tribe: It is one of the biggest tribes in the region with 12 branches and nearly 40,000 votes. One of the leading figures in the tribe Iskender Ertus is a candidate from the DYP. Despite Ertus, the votes are expected to be divided between the DYP and DEHAP.

    Haydaranli Tribe: This tribe with five branches and 15,000 votes is led by Ali Suphan. The tribe members live in Van and the Ercis district and support AKP candidate Huseyin Celik.
